The only scam that actually cant be stopped is running. if someone trades you 10g instead of 10k, its your fault you didnt look. If your trying to buy a 15^50 chaos axe and they give you a white one, its your fault you didnt look. Sorry, but this is an awful idea. ANet acts like police, you report something to them and they work on it.

Yes, GW INTERPOL!!!! They should have the ability to relocate the player to a dark outpost with a single room and begin interrogations. The player cannot ignore or leave until the interrogation is complete or they log off. Of course the name would be on a list of suspects that would be updated with the GW INTERPOL database. They could not hide, they could not run, they will be brought to justice. Also, create a GW World Court, that way folks could represent the suspects and plead the case to a tribunal of appointed judges who would hear the cases and use a majority vote and pass sentencing. THEN.....
GET A LIFE!!! Whoever got scammed, life sucks and you move on!!! Then report it through the appropriate channels to Anet or NCSoft or whoever the EULA states. Seriously, the OP has a cool idea, however, the reality of abuse would be enormous. We would have to have a police agency to police the police agency to police that police agency....and so on and so on......zzzzzzz!!!!

Civilan: I Pwnzor Youz Police: Where did he go? Civilian: I dont know. Random Person: I SAW HIM IN LIONS ARCH DISTRICT 3! Police: Hello HQ this is police member 0045 and I need back up in LA d3 *Zones to LA d3* Police: I PWNZOR YOUZ PUT YOUR HANDS UP, YOUR COMING WITH US Scammer: YOU'LL NEVER CATCH ME! *signs off* Man, I love this idea now
